Since the past to the present, the Chao Phraya Basin has repeatedly experienced disastrous floods and droughts which tend to occur more frequently and causes extensive damage to the country in the future. Although several measures and water resources management projects of both small and large scales have been implemented in the Great Chao Phraya Basin, there are several water management-related organizations, including the central government agencies, provincial government agencies, local administrative organizations, and state enterprises. They are under the supervision of different organizations which follow different laws and regulations, leading to lack of unity and integration in operations during both normal situation and crisis. There is no main responsible organization to give the clear-cut instructions for further implementation into practice. Water management plans are not efficiently prioritized, resulting in slow and redundant operations. Hence, the implementation of the national water resources management cannot be pushed forward as rapidly as it should be. As a consequence, it is of necessity to study and formulate the Water Resources Management Master Plan of the Great Chao Phraya Basin to maximize the efficiency and effectiveness of water resources management and development.
