Future water management trend is now shifted from building new water supply systems to better operating existing ones. The variation of water values in time and space will increasingly motivate efforts to address water scarcity and reduce water conflicts. Economic concepts and processes are becoming increasingly integrated with more traditional engineering and hydrologic models of water management concepts and performance indicators with an engineering-level of understanding of a hydrologic and water management system can provide results and insights more directly relevant for water management decisions and policies. This study provides extensive review of hydro-meteorological and hydrogeological conditions for the entire 22 river basin in Thailand in the context of river basin-scaled water supply, demand, water management, and allocation for both yearly-based normal and extreme (i.e., critical) conditions. Eastern Seaboard River basin is selected as our representative area based on advanced innovative SWOT analysis and TOPSIS ranking models because of the internal factors’ strengths and external factors’ threats that require the Mini-Maxi strategy attempting to minimize the weaknesses and to maximize the opportunities by including the exploitation of these opportunities while reducing or correcting weaknesses within the basin.
